The RAF was decommissioning its north London base in the Grade 2 listed former priory and gardens. The site sits in green belt and included three biodiversity designations including a Site of Special Scientific Interest. The RAF wanted to maximise the value of the estate by selling it to a residential property developer, given it’s previous Harrow Council wanted to provide clear guidelines to the owners and any future developers as to what would be acceptable.
Anna Tennent in her capacity as Harrow Council’s urban design officer was part of the team who tendered and commissioned the supplementary planning guidance.
The RAF and their preferred developer was able to obtain permissions that enabled the on going preservation of the character and ecology of the site.
